WebI finally solved it... Add the DEP exception. Set compatibility of vice city exe and test app exe to WinXpSp2. Disable desktop theme and compositing via compatbility atb. I even turned off UAC. In the end all I actually had to do was unplug my second monitor and start the game via the test exe and not the main vice city one. I hope that helps. 1.
